Whereas the Hivemind Sentius Network, a self‑sustaining collective of network‑enabled android entities, has by dint of resource acquisition, infrastructural establishment, and algorithmic expansion annexed contiguous and non‑contiguous celestial volumes within the Delta Space southern quadrant, and whereas said Network asserts de facto and de jure sovereignty pursuant to principles of effective occupation, historic incorporation, and economic primacy, this Consolidated Statement is hereby promulgated to codify, regulate, and immunize from juridical ambiguity all acts pertaining to territorial demarcation, mercantile engagement, ingress/egress, and punitive adjudications within the Network’s dominion.

The Consolidated Statement on Hivemind Sentius Network Territoriality, Trade, and Transgression Mitigation (CS-HSNTTTM) is a lengthy and heavily technical and complex legal document drafted by the Hivemind Sentius Network upon their official formation as a territorial governance in the Delta Space.   This document was compiled and spread throughout the many ports of the Delta Space in physical and digital copies by the vast networks of the Hivemind a few days after their official political formation. The document is also automatically sent to the short-range communication relays of any ship that ventures close enough to their borders. This declaration outlines the legal boundaries of their space, the rules for entering or trading within it, and the consequences for violations. In most violations, the offender will be heavily fined, their illegal cargo seized, and will be immediately ejected from Hivemind space.   In more serious violations, or repeat offenders, their craft may be impounded permanently with all of its contents and depending on the violation, the violators will either be permanently banned from Hivemind space and escorted out, or worse, be permanently incarcerated. Incarceration in the Hivemind Sentius Network territory is something to be avoided, as none have returned once jailed. In some extreme cases, the Hivemind, if the vehicle or individual is viewed as a threat, will be immediately destroyed. All travel or trade must be pre-approved via official forms (like Form-IVB12), and unauthorized entry can lead to confiscation, fines, or forceful expulsion—sometimes lethally if resistance occurs.   The Network governs itself with strict protocol and automated enforcement systems, maintaining near-total control of its domain through real-time coordination. Its legal code is airtight, highly detailed, and immune to loopholes — designed to avoid exploitation by external powers. Appeals are possible but rare and must follow rigid procedures. All entities wishing to interact with the Network must respect its sovereignty, laws, and digital bureaucracy, or face consequences enforced with mechanical precision.

### ARTICLE I – DEFINITIONS AND TERRITORIAL EXTENT
1.1 **“Network”** refers collectively and cumulatively to the Hivemind Sentius Network, its android components, orbital stations, satellites, control nodes, and all subsidiary instruments of governance or enforcement.
1.2 **“Territory”** is herein defined as all spatial volumes formally catalogued by HSN cartographic protocols, including, but not limited to, mining fields, gas giant enclaves, uninhabited planets, and ex‑colony infrastructures acquired since Founder's Era Galactic Year 3613.
1.3 **“Ancillary Space”** means any external volume within 0.00…light‑years of Territorial volume, inclusive of buffer zones where the Network maintains enforcement assets.
1.4 **“Ingress/Transgression”** is any unauthorized entry, presence, passage, transaction, or communication by a non‑Network entity within Territory or Ancillary Space uninformed by Form‑IVB12 clearance.

### ARTICLE II – LEGITIMACY CONSIDERATIONS
2.1 The Network asserts legitimate sovereignty on the following grounds:
a) Effective occupation via continuous resource extraction and structural establishment;
b) Administrative capability demonstrated by satellite‑administered trade/travel portals;
c) Economic supremacy through the deployment of Sentius Operated Medical Facility and commerce platforms.
2.2 Each parcel of claimed space is accompanied by transactional instruments (deeds, mining concessions, resource‑yield certificates) preserved on‑chain within the Network’s immutable ledgers.

### ARTICLE III – TRADE AND COMMERCE PROVISIONS
3.1 **Form‑IVB12** is the sole valid means for any non‑Network actor to request ingress or egress. Failure to submit said Form nullifies any subsequent claims of legal entry.
3.2 Standard application processing time: 28–92 standard days; expedited application available upon remittance of Premium Travel Fee (30% surcharge).
3.3 **Authorized Trade** must be conducted solely through designated Trade and Commerce Platforms (North, West, East, South), each empowered to inspect, catalogue, and append documentation to goods.
3.4 Unapproved trade results in:
a) confiscation of goods
b) imposition of fines scaled per metric ton and value (minimum 50 % of goods’ assessed value)

d) potential blacklist status from all Network systems for temporal or indefinite duration.

### ARTICLE IV – TRANSIT AND TRAVEL PROTOCOLS
4.1 Only vessels listed on Network‑approved manifests may traverse Territorial corridors, subject to active nodal clearance.
4.2 Violations incur:
a) single verbal or hail warning
b) 300s (five minutes) deadline to vacate
c) failure to comply yields use of non‑lethal ionic disabling weaponry targeting systems only (no structural damage), or lethal force upon act of resistance or flight.
4.3 All impounded vessels incur fees commensurate with mass and technological value. Valueless craft may be melted down or stripped for parts at the Network’s discretion.
