Pact Primeval

The Pact Primeval is a document drafted by Asmodeus and made law by Prime. It outlines the rules which regulate the flow of mortal souls to their afterlives, and enshrines Baator as the place of punishment for wicked souls. It gives the territory of Baator to Asmodeus for the purpose of punishing mortal souls, and gives Asmodeus and his devils the right to draw power from mortal souls in order to fuel and continue this work. It also enshrines the right of free will in each mortal.
