Itztli believes the cold war between the Sun Priests and the Brotherhood is the greatest threat to the Malinalli's survival. His life's work is to institutionalize balance by force, if necessary.

The Prophet's Court: His primary seat of power is a palace between the Sun Temple and the Moon Temple, a grand complex that incorporates elements of both. This is where he holds court, hearing disputes between the two priesthoods and citizens.
The Edicts of Balance: The Prophet's primary tool is not law but edict. These are situational rulings that apply his philosophy of balance to specific conflicts.
The most critical time for both the Sun Priests and the Brotherhood is when a Prophet dies. This is when the cold war between the Sun Priests and the Brotherhood turns hot. Each will be maneuvering intensely to influence the search for the "siblings," hoping the next Prophet will be more sympathetic to their cause. The successor is almost never a member of either priesthood, as their allegiance is already sworn.
