The widely distributed soundwaves sent out by the Anti-Cat 24000 will cause everyone in the tri-territory area to turn away from Cat and temporarily forget her while it is activated so that she will lose her transformation and become invisible and powerless.
Social Impact
As much as Cat/Kzam succeeded in bringing joy and freedom from oppression to the people of Doemane, Duke Cottontail plans for this device to bring much sadness to them through their loss of Cat after he defeats her and then allows them to regain their memories of her. The duke very much wants for everyone who has supported the king and queen to be miserable.
With Cat and her annoying "power of imagination" gone, it will also open the way for him to finish ruining the Crow family, whom the royal Gato family brought in under Castle Reignith's protection many years ago, before Corvus T. Crow, AKA: Calamity Crow was born.

Complexity
It will be powered by the Hamstro family, which Duke and Duchess Cottontail have forced to do their bidding for years. The energetic little hamster ex-nobles will be instructed to run around in wooden wheels attached by belts to a friction motor which will generate enough power from the motion to keep the innovative device sending out a signal through the air for as long as they keep running, with short breaks on a schedule for individuals to catch their breath and attend to quick personal business. The device has built-in kibble bowls and water bottles so the Hamstros do not have to stop for food or drink. After the scheme has been successful, the Anti-Cat 24000 will supply a jackpot of treats for the Hamtros out of a chute in the side.
The most diabolical and ingenious feature of the device is the signal it will be sending out. It is composed of several short pulses of sound which have been proven to act like a subliminal suggestion to the listener and cause them to act against their weak wills. After Cat, Crow, and Knitten made their public debut at the castle celebration (which the Cottontails were not invited to), Duke Cottontail conducted a lot of research and testing to arrive at the current sound formulation to be used against Cat.
