The Democratic Republic of Hella
The DRH is positioned over Pathannus' Ingress the largest river on its continent its foundations are based on stone pillars branching out into countless amounts of docklands, the city itself is only around 5 miles in diameter but it is 6 miles in height it has achieved this feat by use of magic and hard science gaining the best of what both magic and non-magic users can give it. Travelers coming to it would see a large grouping of buildings with air ships ferrying cargo and people, with fleets of military and merchant ships docked on trade or resupply, its population is in the hundreds of thousands and its allies are many, its enemies unwilling to pay the price of invasion. as a culture the DRH is considered by some to be intolerable, its incredibly optimistic attitude is seen as difficult or iritating, the city has a nickname from people who visited, of which the locals have taken up with pride, the city of Hella, the city of Bars, Bards and bartering. the world is heavy and dangerous, but Hella still manages to shine through
History
The DRH is an empire set up on the safest road route through Pathannus' Ingress, the largest river in the realm that splits the main continent of Opoya, its bridges webbing the 2 sides together as if attempting to keep the 2 sides from, drifting apart. The empire was set up around 1700 years ago during a time known as the War of Succession. Where the dynasty of Zora, plunged itself into civil war due to the death of their Emperor, Emperor Hiroyuki. His children Kai and Saigo, wage war against each other for the throne, eventually, Saigo slew his brother after making a pact with the now destroyed Dragonborn nation of Volcanus and obliterating his brother's army forces. The survivors of this war wished to find sanctuary in Albia, across the river, however, Albia informed them if they were to set foot on Albian land they would immediately be seen as invaders. This presented the survivors with an impossible decision, cross the river and die, or stay in Zora and die, A lieutenant by the name of Yesugai concluded that they would do neither and, would live on the water requesting his mage raise a shipwreck from the river, that would be used as a shelter for his people, after staying in the shelter for around 6 months his people where forced to begin foraging out from the wreck, building a small bridge that connected the shipwreck to other wrecks and eventually the 2 sides of the river, soon after the Albians sent a delegate to meet with the group, they requested access through the settlement and in turn would give protection to the group, from here the settlement grew and grew until its population numbers in the hundreds of thousands.
since the end of the great war The DRH has seen a substantial increase in population due to refugees coming from other empires as Vallier Fellblade, Sythonia, Underdark and many other empires and locations, this has resulted in a mixed culture of magic users and non magic users, this has resulted in feats of engineering that are enhanced by magic such as the ability to build into the lower atmosphere of the world, employing a group of wizards sorcerers and both magical and non magical artificers known as "The Masons" founded soon after the end of the great war, due to this and the efforts of the government intergration policyss friction between magic and non magic users is minor, xenophobia in hella is genrally speaking on the lower side, how ever despite The DRH's best efforts Tieflings remain quiuetly oppressed how ever authorites try there best to break this down where ever it shows its self.
Military
The DRH splits there military into 4 branches navel, air, ground and Auxiliary these groups work together to run primarily defensive tactics, with its navy only commonly leaving Hellas territory to defend trade routs or to work as a defence cadre for trade cliental how ever it is also not uncommon for hella to deploy air ships and air fighters to patrol to run defence of cargo ships both air and water based.
structure
the city of Hella is split into 3 districts, Low Hella, High Hella, and new High Hella. Low Hella is the segment closest to the ground, resulting in the majority of its population operating the docs and surrounding infrastructure, despite the dreary environment music can still be heard in every tavern and street corner. high Hella now also known as old Hella or mid Hella, is a area that in ancient days operated as the highest peeks of Hella, since advancements in technology that title now rests in the heights of new high Hella, how ever many locals still stand that the heart of the city can stills be found here beating and healthy where the coin flows just as easy as the ale, and bartering is just as loud as the lute. new high Hella is a feet of engineering, allowing Hella to reach new heights, many of the council live here with many wealthy business owners and traders owning land here, if high Hella is the business end of Hella, then this is the trigger, monitoring stations litter the peeks of Hella where a many guards and watchers view the majority of the realm from these heights, whyslt the council of 6, the council who runs Hella, makes decisions on where to steer the great country next.
