City of Spirits
Tod Urrgad is a city hidden in the depths of the Spirit Lands' forests. As its other name, the City of Spirits, suggests, it is a place where many spirits gather. They come to meet with each other and conduct strange business, while many mortals seek the city out for religious regions or information that only the spirits would possess.
Government
Tod Urgadd's government is known as the Assembly of Greater Spirits, a limited form of democracy. Anyone in the assembly can bring an issue before it, which is then voted on by its members. What exactly qualifies as a "greater spirit" is not well defined, but is generally understood to be a spirit with both significant power and intelligence. The decision on which spirits get to join the assembly is made by a smaller council whose members rotate every four months. Since spirits are generally immortal and only die when something kills them, the assembly continually expands, becoming slower and less efficient as it does.
Architecture
Because spirits from all over the world flock to the Spirit Lands, Tod Urrgad's architecture is a patchwork mix of various styles. The one uniting quality is that none of the buildings ever seem to quite match those from the builder's home. Every construction is slightly off in one way or another.
