Blood Tax

The blood tax is a taxation on blood for vampires to feed. It is mostly used with humans as other cultures don't feel comfortable giving out their blood, and donations are rare enough. Upon birth, your species is cataloged and if you are a human, you are put on a registry to start paying the blood tax when you turn twenty. If you are a human tourist in the area, you are exempt from paying a blood tax unless you are staying for longer than six months. However, the law has since been updated to include all species registered in the country.

Clauses

The manifesto uses age requirements to guide who can donate blood and how much they can give. For example, anyone younger than 20 (or the equivalent of it) will not be allowed to donate blood, and those above 60 do not have to donate blood.

Caveats

If the human, or other species, does not comply with the rules, they face a fine for the first penalty, but jail time is set up any time thereafter -- the maximum sentence being five years.

Publication Status

Anyone with access to the ConnectLine can easily find a copy of the digital recording and can see the law being made and put into effect. The digital recording has even been edited to include the updated file where each species must participate in the donation of blood.

Legal status

Under the validation of the Raven Senate and authorization from the late Emperor Vladimir Tepes, the blood tax was ratified and published for the citizens of the Abiria Empire to see. With the updated version, the new recording was added to the current one so that the added on rules can be easily accessible.

Historical Details

Public Reaction

Most of the public is fine with how the blood tax works, but humans are furious with it, deeming it unfair that they are the only ones taxed. Due to public demand, the Raven Senate had began looking into making a quarter of each culture having to donate their blood, and donations would then be randomized each donation term. This section was added 458 years after the original manifesto was made.
