The Fhronan Empress issues a new charge forcing non-Fhronans to be exiled away from Sakhem'Ladir and to imprison and then kill off those who do not exile or of mixed bloodline. this was enacted due to many non-Fhronans attempting to intervene in their government and a couple of assassination attempts on Ha'zela's Life.
