Valerian Duskheart, the current lord of Elvine, rose to power as his father faded into illness and obscurity. Brilliant, bold, and deeply proud of his lineage, Valerian believes the time has come for Elvine to rise above its role as a cultural outpost. He envisions it as the
true capital of elvenkind—a vision that directly challenges King Aranethil Starleaf and the authority of the Under City.
Though officially advised by a council of noble families, Valerian rules with near-absolute control. He surrounds himself with loyal elites, cunning advisors, and a secretive network of informants who enforce loyalty and silence dissent.
Demographics
Elvine’s population is overwhelmingly elven, with a minority of half-elves who often serve in artisan or administrative roles. Non-elves are rare and typically allowed only temporary residence if they bring wealth, trade, or political favor.
Society in Elvine is sharply hierarchical:

Unlike the Under City, which sought to preserve history, Elvine sought to reinvent it. The early settlers rejected mourning and embraced magnificence—believing that elvenkind must shine brighter than ever in the darkness.
Over centuries, the city grew in wealth and influence, drawing like-minded nobles who found the Under City too burdened by grief. Valerian Duskheart’s ascension has escalated this divide, as his desire to elevate Elvine’s political power has turned simmering rivalry into dangerous tension.
Rivalry with the Under City
Relations with the Under City are strained at best. Valerian views King Aranethil as a relic of a broken past—noble, but outdated. He believes Elvine represents the evolution of elvenkind, untethered from sorrow and beholden to no throne but its own.
The Under City, in turn, sees Elvine as vain and divisive, a splinter city driven by ego rather than duty. There are no open hostilities… yet.
