Mostly a title used in smaller towns or city's without a true governing structure.
The title is usually given to upstanding individuals in the community that look out for the community first above all other needs.
Usually there are multiple Elder man in a community that gather and vote on the decisions valued to the local community and after implement them.
They can also be used as line of communication between the governing power and there local community's in much larger city's.
