Scion Harmonia Savela goes nuts and murders her biological parents.

Harmonia back traces her family, which you're not supposed to do, finds out who she could have been by looking into her younger sister, builds a weapon, and kills her parents for not choosing her.   This generates a lot of outrage and fear and pushes into a general lockdown against the scions that lasts a long time, until the council comes up with a solution to "protect everyone." But mostly themselves.
