The country of Quelic is a proud nation made up of many tribes who have bound themselves together over the years in mutual defense and aid. When the treaty of defense was first signed, it istablished a tribal council made up of the many different tribes. At first this was managable, but as the number of tribes that join continued to grow, a rotating system of representation was established, with the nation split into 13 convocations.
Each tribe instablisheds itself within a convocation. The convocation may set laws, perform administrative duties, and run the lands within the convocation's boundries. Each convocation may send 1 council member to the Nation's Council. The Nation's Council requires the councilor to be confirmed or replaced each year during the moon cycle assigned to the convocation. The Nation's Council allows each convocation to handling this appointment as they see fit. The Nation's Councilors then select the Great Chieftain of Quelic to act as the Nation's head of state. While the Great Chieftain of Quelic may be selected from the Nation's Councilors, this is not a requirement. If a councilor is selected as Great Chieftain of Quelic, they vacate the place on the council, and Convocation they represented may send a new councilor in their place.
Within convocations, the local tribes have authority to enforce the laws set by the government above them, as well as set and enfoce laws local to their land. Some tribal land may cross convocation boundries. In such cases, the tribe may only participate in on convocation's election of a councilor to the Nation's Council. These tribes however participate in other functions of all convocations which contain their land.
