Qualifications

Any candidate will be recommended by a high ranking member of the Council. Then the citizens of Torres will hold a popular vote on whomever they wish to become the next ruler.

Requirements

Need to be at least 15. Female. A citizen of Torres if not Càr Silang itself. Usually human though half-elf is acceptable. Preferred candidates should be at least born in the city.

Duties

Signing treaties or declarations of war, presiding over the Council and breaking ties if needed, signing or vetoing laws,

Grounds for Removal/Dismissal

The Duchessa is to be married to her country and her citizens are to be her children. So she is to take no lovers or have any children of her own. Breaking this is grounds for dismissal, and would be considered treason. And since the appointment is for life, dismissal includes executing the offender. Afterall till death do us part.
