The Wolf Twins had a rape camp central to the Shattered Peninsula menacing the whole region. Although the largest settlement, eleven other powerful cities converged to destroy the camp, but were swayed by the Twins into uniting as a singular entity, a kingdom whose laws and succession were determined by the decision of a council of elders. Initially, the Twelve Tables addressed treatment of citizens by the Wolf Twins, and imposed limits which became basic sentient rights, then expanded these to encompass private property rights, the paterfamilias structure, and citizenship rights.
