Valeria, Mistress of All Evil
Empress Consort Valeria Messalina Julio-Claudian
Valeria is a faerie queen who holds dominion over the vast wilderness of Terraconensis, once a resort for wealthy Imperials. She is disarmingly beautiful and greatly feared, having driven the Empire off two-thirds of the peninsula with her dwendi, a small goblin folk who have repelled every incursion and eaten the invaders.
The Kaisar League has an arrangement permitting them to maintain and patrol the Path of the Sun, an ancient road that divides the entire peninsula diagonally before merging with the Way of the Eagle, the Imperial road that marked the northern border of the western Empire, but Valeria otherwise stalks Terraconensis, working her will and ignoring others.
Rumors abound, even the dwendi spreading tales of a sleeping princess in the darkest woods Valeria cursed to perpetual slumber then sealed in mystic thorn bushes that none might disturb her.

Valeria was ripe and full-bodied, but her astral form is idealized, a perfect feminine form albeit green as the envy that dominates her mentality.

Facial Features
Valeria resembles the ideal beauty of her lifetime, a stern and graceful face with a strong nose and jaw, high cheekbones, and heart-shaped face. If any statuary of her survived, it is doubtful she would be recognized as her true face is square and blocky with rather sharp features.

Her envy and lusts have rendered her green, and she has a halo of emerald flames when she applies her powers.

Advancement: As the scourge of Tarraconensis, Valeria may be given a bonus of experience points equal to the average of any party she encounters, advancing as a Master of the Unseen Hand. She will not exceed 20th level in any event.
Assume equipment(Su) Valeria is naturally incorporeal, taking up to 10 items with her. These item slots should be filled, with whatever equipment the campaign in hand requires her to carry. She can assume corporeal form once a day, for one minute.
Assume likeness(Su) Valeria may take any Small, Medium, or Large form she desires, giving her a +10 circumstance bonus on any Disguise checks she makes.
Darkvision(Ex) Valeria can see up to 60 feet in standard, non magical darkness.
Incorporeal Touch(Ex) Valeria’s touch inflicts 3d6 damage on corporeal creatures. She may do this three times a day if corporeal, but unlimited times if incorporeal.
Psionics(Su) Valeria has 128 power points, and may manifest the following powers at 11th level ability: Breath of the Black Dragon, Cloud Mind, Control Object, Conceal Thoughts, Death Urge, Dimension Door (psionic), Dispel Psionics, Energy Ball, Energy Cone, Energy Current, Energy Missile, Far Hand, Fiery Discorporation, Id Insinuation, Incarnate, Inertial Armor, Mental Disruption, Psychic Crush, Telekinetic Force, Telekinetic Maneuver, Telekinetic Thrust, and Telempathic Projection.
Telekinetic Force(Su) Valeria may use telekinetic force as a standard action without invoking an attack of opportunity. If corporeal, she may do this three times a day, but no limit applies while incorporeal.
Uncarnate armor Valeria’s bonuses from armor and other devices apply while she is incorporeal, but she receives no deflection bonus based on Charisma as other incorporeal creatures do.
Uncarnate Bridge(Su) Once per day as a standard action, she can seamlessly enter any living creature with an Intelligence score and pass to another living creature with an Intelligence score that is within line of sight of the first creature.
Valeria must be in a space adjacent to the entry creature before transporting, and she appears in a space adjacent to the destination creature after transporting. The entry and destination creatures need not be familiar to her. She cannot use herself as the entry or destination creature. Neither creature need be a willing participant. When exiting the destination creature, Valeria chooses an adjacent square in which to appear. Entering and leaving a creature is painless, unless Valeria wishes otherwise (see below). In most cases, though, the destination creature finds being the endpoint of a mental bridge surprising and quite unsettling.
If she desires, Valeria can destructively exit the destination creature. If the creature fails a Will save(DC 19), the exiting Valeria tunes her mental form to destructively interfere with the target’s mind. She bursts forth explosively from the creature’s body, dealing it 10d6 points of damage.
Uncarnate (Ex) Valeria’s natural state is incorporeal, though she may become material for up to one minute, once a day, but is naturally insubstantial and untethered to the physical world.

Personal history
Messalina was the daughter of Domitia Lepida the Younger and her first cousin Marcus Valerius Messalla Barbatus.Her mother was the youngest child of the consul Lucius Domitius Ahenobarbus and Antonia Major. Her mother's brother, Gnaeus Domitius Ahenobarbus, had been the first husband of the future Empress Agrippina the Younger and the biological father of the last Ivlian emperor, making him Valeria's first cousin despite a seventeen-year age difference. Messalina's grandmothers Claudia Marcella and Antonia Major were half sisters. Claudia Marcella, Messalina's paternal grandmother, was the daughter of Octavian's sister Octavia the Younger by her marriage to Gaius Claudius Marcellus Minor. Antonia Major, Messalina's maternal grandmother, was the elder daughter of Octavia by her marriage to Mark Antony, and was Klavdiv's maternal aunt. There was, therefore, a large amount of inbreeding in the family.
Little is known about Valeria's life prior to her marriage to Klavidivs, her first cousin once removed, who was perhaps 30 years her senior. Two children were born as a result of their union: a daughter Claudia Octavia, a future empress, stepsister and first wife to the last of the Ivlians; and a son, Britannicus. When the Dread Emperor Gaius was murdered, the Praetorian Guard proclaimed Klavdivs the new emperor and Valeria became empress.
With her accession to power, Valeria enters history with a reputation as ruthless, predatory and sexually insatiable. Her husband is represented as easily led by her and unconscious of her many adulteries. When he went away to stabilize the Tin Isles, he was informed when he returned that Valeria had gone so far as to marry her latest lover, Senator Gaius Silius. While many would have ordered her death, the Emperor offered her another chance. Seeing that as weakness, one of his head officers went behind the Emperor's back and ordered Valeria's death. Upon hearing the news, the Emperor did not react and simply asked for another chalice of wine. The Senate then ordered a damnatio memoriae so that Valeria's name would be removed from all public and private places and all statues of her would be taken down.
Valeria had cannily prepared a contingency to cast her into temporal stasis in the event of her death to preserve herself for reunification, but her remains were moved to an estate she'd long coveted in Terraconensis and forgotten due to the damnatio memoriae.
She somehow was able to actually project herself from temporal stasis, and in this state came to dominate the dwendi tribes and mobilize them to drive the jaded wealthy Imperials from her lands.

Valeria is proud of her womanhood and always assumes female form.

When she had a body, she was known for her carnal rapacity, requiring an army of sex slaves adequate to satisfy the legions. She had no preferences so far as gender or species.

Privately educated by the best instructors an ally and cadet branch of the Imperial family could afford.
Employment
She turned the gardens of Tucullus in the Eternal City into a private seraglio and controlled the Empire through harem politics for seven years prior to her execution.
Accomplishments & Achievements
Valeria dominated the Empire through sex and blackmail. After her execution, she united the dwendi and seized Terraconensis for herself. She has met every invader successfully and fed them all to her minions.
