Ba'alat Elissa
The Dragon priestess Tanith, head of the Cult of the Dragon, Queen Dido, Regent of the Kaesar League, and Elissa, founder of Qart-Hardasht are one being, a savagely cruel and ruthless undead with frightening mental prowess, a psi-lich. Born to power in the Purple Ports capital of Sirru, Elissa had the misfortune to be rivals with the mad Pumayyaton, who murdered his family for love of a statue.
Elissa fled, stealing away with the bulk of the familial wealth by pretending to destroy it, escaping with most of it in casks disguised as holding wine. She persevered, founding the city Qart-Hardasht and using it's nobles to enthrone her, first as queen, then later as Heirophant of the Dragon Cult.
Physical Description
General Physical Condition
Elissa resembles a fire mummy, as if the pyre that killed her cured and smoked her body. It retains a full head of hair, oddly.
Body Features
Elissa had a Rubenesque figure, only slightly thinner since her death. Her skin has a dusky ashen pallor, it's veins like sluggish lava beneath her skin.
Facial Features
Much as in life, she has high cheekbones but her nose is a memory, long fallen off.
Special abilities
Arcane Spellbane(Su) Any attempt to use arcane magic within 30 feet of Elissa requires a Concentration check against DC 22 or the attempt fails.
Damage Reduction(Su) Elissa possesses DR 15/piercing and magic. Its natural weapons are considered magical weapons for overcoming damage reduction.
Fast healing(Su) The psionic energies constantly flowing through Elissa’s form revitalize it constantly, granting fast healing 3.
Immunities(Ex) Elissa is immune to cold, electricity, and polymorph effects.
Life-draining touch(Su) Any living creature Elissa touches as a melee touch attack loses 2 Constitution points, which Elissa translates into psionic power points on a one-to-one basis. This attack is in addition to the 1d8+5 negative energy damage its touch inflicts (healing undead).
Power Resistance(Su) Psionic attempts to damage Elissa must overcome its innate resistance of 16.
Psi-like abilities(Su) Elissa has a variety of innate psionic abilities. It may invoke the following effects as an eleventh level manifester: 3/day—far hand, psionic daze, 3/day—concealing amorpha, 3/day—psionic dimension door, 3/day—telekinetic thrust; 1/day—psionic plane shift, mindlink or psionic detection. If desired, Elissa may manifest these powers by expending power points, but it may manifest them the stated number of times for free.
Psionics(Su) Elissa manifests its psionic class abilities at 11th level, invoking its 144 psionic power points for the following abilities: brainlock, deflection field, energy bolt, energy burst, energy manipulation, ethereal volley, id insinuation, intellect fortress, mental turmoil, mind thrust, mindwipe, primal fear, psionic charm, psionic dominate. Once per day it may reduce the cost of psionic charm and psionic dominate by its thrallherd level.
Shocking Aura(Ex) Elissa generates a field that causes it and its allies within 15 feet to enjoy +1 electrical damage bonus with all weapon attacks.
Stormwalker(Ex) Natural storm phenomenon will not affect Elissa’s movement nor the movement of its mount.
Thunderblade(Su) Any weapon Elissa wields possesses the thundering special ability(DMG, pg 225).
Turn Resistance(Ex) Elissa is turned or rebuked as if it were a 18 HD creature.
Undead Qualities(Su)No Constitution score, Darkvision out to 60 feet, Immunity to all mind-affecting effects (charms, compulsions, phantasms, patterns, and morale effects), Immunity to poison, sleep effects, paralysis, stunning, disease, and death effects, Not subject to critical hits, nonlethal damage, ability drain, or energy drain. Immune to damage to its physical ability scores (Strength, Dexterity, and Constitution), as well as to fatigue and exhaustion effects, Immunity to any effect that requires a Fortitude save (unless the effect also works on objects or is harmless), Uses its Charisma modifier for Concentration checks, Not at risk of death from massive damage, but when reduced to 0 hit points or less, it is immediately destroyed, Not affected by raise dead and reincarnate spells or abilities. Resurrection and true resurrection can affect undead creatures. These spells turn undead creatures back into the living creatures they were before becoming undead. Undead do not breathe, eat, or sleep.

Mental characteristics
Personal history
Elissa was born ages ago, predating the Iranshar invasion of Hellas. She was wed to the High Priest of Melqart, patron of Sirru and was residing with him when the Uada Palace ignited the civil turmoil that destroyed the Purple Ports.
Her brother Prince Pumayyaton offered her safe passage from Sirru for her inheritance, but after he sacrificed her husband and dispatched troops with his offer, she destroyed her inheritance before all assembled in a spectacular sea explosion.
Fearful of Pumayyaton's response, his commanders fled with Elissa to Paphos, where she purchased the sacred whores and sailed west, this act revealing she had feigned destroying her inheritance.
Landing at the magnificent natural harbor that would be Qart-Hardasht, she negotiated with the natives, who agreed to allot her so much land as she could spread an oxhide over.
She cut the oxhide into strips and laid out the foundation of the Byrsa, an audacious act that had the lord of the tribes demand her as wife. She convinced him the Byrsa should be built and a pyre for her husband at the building's dedication required before she could wed, and threw herself into the pyre to avoid marriage.
While this ended her life, she remained and guided the city since.
