Plane of Water
The Plane of Water is one of the Elemental Inner Planes. It is formed almost entirely from the element of water, with only occasional pockets of the other three elements.
Like the other Inner Planes, it is not inhabited by any major deities, though is home to less powerful immortals.
It is also home to a number of native races, most if not all of which congregate in settlements of various sizes, such as the famous City of Glass.
City of Glass
Known as Madin Alzu in Aquan, the common language of the Plane, it is widely translated to other languages (including Taneran) as the City of Glass due to its striking structure.Structure
The city is built on a huge formation of ice and coral, and is divided into two halves: the waterlogged Deeps, within the coral structure itself, and the Upper, on the surface of the structure which exists in an air bubble covered by a dome of clear, hard material similar to glass (though in actuality a form of hardened water, a material nonexistent on the Material Plane). The city is further divided into districts, which broadly house specific races. In the Deeps:- Reverie: marids, nereids, and sirens
- Sharktooth: sahuagin
- Teelake: merfolk
- Alcar (also 'Central District', and the largest district in the Upper): tritons
- Coral District: sea elves
- Jewelers' District: halflings and dwarves (including sea dwarves)
- Drake's End: dragonborn and humans
Government
The city is ruled by a council of fifteen members, with no more than two of each resident race permitted to be members at any one time. However, the council is also headed by a Shah, who in practice holds significantly more influence than any other member. In 829OE, the Shah had been a triton for around 100 years, and is currently Shah Zanath.Culture
The City of Glass is ethnically diverse and a bustling centre of trade, not just in the Plane of Water, but across all the Inner Planes and even the Material Plane. This is due to the city being located close to an unusual number of planar portals, some of which are within the city itself, making travel to and from the city much easier than to other areas of the Plane. Though Aquan is the common language, the majority of residents are fluent in at least one other, with Dwarvish and Elvish being widely spoken, though often in a localised dialect. In 829OE, tritons are the most populous race in the city, and outside of the trading and tourist community triton culture has a strong influence. This is most notable in terms of religion, with the most prominent and impressive temples being those of Persana. This has noticably influenced the architectural shape of the city. That said, open worship of most other deities is permitted, and there are temples to others within the city, particularly in the smaller districts. Another influential aspect of triton culture is the importance placed on protection of the natural order and balance of the Plane. Triton culture is lawful, and though it tolerates low level power struggles amongst the city's residents (seeing it as an unfortunately necessary part of thriving trade), attempts to significantly unbalance the status quo are firmly dealt with.The Muraq
The city guard are known as the Muraq. They are most visible patrolling outside the city, and there is a permanent guard positioned at all known planar portals. They are usually but not always triton, and wear hydrodynamic armour made of a tough, malleable metal-like substance called maedin. They often carry tridents or a large curved blade known as a tapal.
