Time Variance Authority Investigator

These are specialized detectives sent out into the time stream to research time offenders and deem them worthy of being expunged.   Weapons and tools:
The Time stop grenade: When thrown all within a 20 ft. Radius bubble must make a dexterity saving throw. Those that succeed wind up on the outer bubble and are slowed to 1/4 their usual speed. Not just walking or dashing but breathing, heart rate, and anything they are wielding. Those who fail are stopped entirely, frozen in time. DC 17 save.
Note that if this investigator is killed or defeated his equipment immediately turns to dust and ash and is destoyed.

Phaser Pistol - Ranged Weapon Attack: +12 to hit. Hit: 4d8+8 Fire damage. (Normal range to 150 ft.; disadvantage long range 151 to 600 ft. Must be used two-handed.)
Time Slow Grenade - device when thrown creates a pocket of incredibly slow moving time.  Dexterity check DC 17 / Fail causes complete stop by any creature in a 20ft. radius.  A success means the affected creature slows to 1/4 speed.  Haste spell activation causes this to go up to 1/2 speed.
TVA Comm's Badge - allows him to contact the TVA and send reinforcements. 
Chronal Shift Tricorder - 
One setting on this device can exert limited control over the flow of time around a creature. As a reaction, after you or a creature you can see within 30 feet of you makes an attack roll, an ability check, or a saving throw, you can force the creature to reroll. You make this decision after you see whether the roll succeeds or fails. The target must use the result of the second roll.
The second setting is used to detect Chronal Anomalies and bring up a detailed file on the anomaly if one exists. 
The force a Large or smaller creature you can see within 60 feet of you to make a Constitution saving throw against save DC18. Unless the saving throw is a success, the creature is encased in a field of magical energy until the end of your next turn. While encased in this way, the creature is incapacitated and has a speed of 0.  On his next turn the Investigator can decide to release the creature or send it back to the TVA.
