Psionic Device, The Rook's Eye
This strange device is shaped like an oblate spheroid of metal bands intricately forged around a diamond centerpiece. It's original purpose was to draw in psionic energies of any sentient being in a 1000 ft area. The wielder would need to be a psionic themselves to wield the energy. It could permanently damage anyone it was drawing energy from. After being used to transport ATG into and out of the Gem of Amara it was damaged and the focusing diamond was broken. It is currently being repaired and repurposed into a more benign device used to put large amounts of people to sleep.
Mechanics & Inner Workings
Sleep - Channeling psionic energy into the device allows the wielder to put up to 24 separate medium sized creatures to sleep. Using a spell save DC of 16. Use one charge for every 4 medium sized creatures. [DM note: Dragons and other large magical creatures will be immune to this based on the DM's judgement.]
Creating charges - Drawing psionic energies from sentient beings around the device creates new charges. the maximum amount of charges the device can hold is 8. To create one charge the wielder needs to draw in 6 hp of psionic energy. Activating the draw setting on the device siphons off 1d6 hp from anyone within 50 feet of the device. Add up the HP drawn in and round down to create your charges.
Psionic Vampire setting - Targeting one creature you can do 3d6 damage per charge.
