The Order of Talos is not an order of knights or of priests. There are many who would say that it does not exist at all, though there is too much evidence to prove that it does. The first whispered members came in the years following the death of Tiber Septim's son, Pelagius I. As he was the only known child of the man-god, there were many who believed that the lineage of Agornith Septim (Tiber's brother) was not properly fit to lead a unified Tamriel. While the imperial legions were busy with putting down the many regional uprisings throughout the empire, the biggest threat seemed to come from the BLADES themselves, who had lost favor among the people of Cyrodiil with their failure to protect Tiber's son. Remas Catraso, who had been one of Tiber Septim's most devoted friends and later a BLADE himself for a time, stepped into the light to explain the RIGHTS OF IMPERIAL CORONATION. Most modern species understand that the rights themselves do not hold any real power, but simply are part of the pomp of ordaining a new emperor. Even so, it was through the establishment of these RIGHTS that many of the rebellious nobles were convinced to accept Kintyra I as their rightful empress and sufficient to wear the crown and sit on the throne. How such powerful and cunning masters of the realm were subdued by a little pageantry is still unknown to this day. The most paranoid scholars have sometimes claimed that the Order of Talos is in fact simply a means of secretly controlling the empire by choosing the heir to the throne and ridding those who might weaken the line. This line of thinking has gained strength in recent decades with the great peace that Uriel Septim VII has brought, but in past centuries things were by no means so orderly and calm. It the Order of Talos was a broad cabal of shadowy power-brokers, they would surely fall to fighting with each other just as any such organizations do inevitably. Whatever the case, the Order of Talos exists at least partially, as some members do wear the badge of their allegiance openly. Most who do so though are wealthy or politically powerful, and it is not clear if they simply wear the insignia to prove their loyalty or if there are a part of some broader organization.from "The Lineage of Human-Kind"ILVS 411 3E
