The Free City of Parth
The Free City of Parth is a city state that controls a small territory bordering the The Vale of Blood and the Sea of Stars. Originally founded by outcasts, lawbreakers, and pirates seeking a safe base of operations, it is among both the most diverse and lawless places in the world.
The city's tenuous order is maintained by a group of Pirate Lords who each claim certain parts of the city as their own, and enforce their own sense of law there. The docks are a notable exception; as the city relies heavily on sea trade and dockside accessibility, starting trouble here is picking a fight with just about every pirate lord.
Despite the shaky political situation, the city maintains a thriving population and a booming (if wildly unequal) economy.
