Royal Proclamation 2087

The evening edition of the New London Times 19 July 2087.   This morning the Queen-in-Council on behalf of Her Majesty Queen Caroline issued a proclamation to rescind the restrictive reproductive rights decrees of the former, now exiled Lord Protector. After many years of off and on discourse and debate an agreement on terms and conditions has been decided upon and is now being sent to Parliament for Judicial review.   Her Majesty's main opposition came from the remnants of the Lord Protector's office and the Church of England of which Her Majesty is Defender of the Faith. The Archbishop of Canterbury and Archbishop of York, each with twelve of their senior bishops met in a conclave to determine the path that The Church of England would take. There were reportedly several meetings between all groups involved, after which Her Majesty was able to come to what some call a "common sense" approach.    
Statement on Reproductive Rights in the United Kingdom   All persons regardless of age are entitled to receive reproductive services.   Any woman or child who is a victim of a crime may receive an abortion.   Any woman whose life is in danger may receive an abortion.   If through prenatal care it is shown that the child will suffer and have a negative quality of life, the mother may receive an abortion.   The above services will be covered by Her Majesty's National Health Service.   The following circumstances are to be covered out of pocket or by private insurances.   A person or persons who either do not use or improperly use contraceptive devices will not be covered by the NHS.   Improper use of contraceptives may be considered to be a criminal offense.
