Commandments of Tiamat:
Amass wealth, but spend little. The gold—and the power that comes with it—is sufficient reward in itself.
Do not forgive nor forget an indignity to yourself. Let no affront go unpunished.
Take what you covet. Those without the strength to defend their dominion are not worthy to have one.
Divine Goals & Aspirations
Before the Dragon Wars: Her goals are her own, and are only shared with those blessed with draconic blood. What is known, is that her thirst for power is endless as her domain. The world of Talam'h at large is under her rule. Only the realms of the other Greater Gods maintain a state of independence from her claws.
After the Dragon Wars: Having been slain and sealed away to Hell (on the 28th of Harpa, 846 YD), Tiamat is heavily restricted in communicating her will with her former underlings. So the Draconic Governors and the Cult of the Dragon fight to continue the work they had been assigned before her having been sealed away. Reduced only to her primordial form, it is reasoned that it will take about a thousand years for her to take form once again. Until then, she shares whatever communication she can make with those who seek her out. Her last message to the mortal world (as recorded by the Seekers of the Golden Grain) may give us an insight to her true goals and motivations: "Mine is an eternal Kingdom... You could slay every dragon and it would change nothing! I am greed! I am avarice! So long as these exist my Kingdom shall never fall!"

Since she first came into being, Tiamat has sought to feed her endless hunger to reign over all that dare exist. From this hunger were the first Dragons conceived, aspects of herself and her insatiable hunger for power.
