Lawgrave
People have a tendency to look to someone as a leader. Through the centuries, the common-folk (Humans, Halflings, Gnomes & occasionally Dwarves) have created the position of Lawgrave.
A Lawgrave's primary job is to keep a head count of their settlement and assign labor according to ability & need. Construction plans usually go through him/her & their Longhouse; a group of settlers elected by the Lawgrave to help oversee the running of the settlement.
Qualifications
The position of Lawgrave is elected by common consent of the settlement. Different settlements hold their elections at different intervals than others; though commonly a single tenure is 2 years.
The people decide the qualifications; usually a man or woman of their settlement of upstanding virtue, ability & leadership.
Requirements
While requirements will vary town to town & village to village, it is generally accepted a long-standing member of that community is to be Lawgrave - someone who has proven their worth and reliability to the settlement.
Grounds for Removal/Dismissal
The people of the Lawgrave's settlement are not held to any law saying the Lawgrave must be in charge x-amount of days. The people can gather together and vote at anytime if the current Lawgrave has been insubstantial in their position and elect a new member of the community to take their place.
