The Magoligarchical Ruling Council of the Academies of Celotene
Before the reign of the Regent Supreme, Celotene was ruled by a council of the most esteemed wizards in the land. Each of them chosen by their peers in their respective academies, illusory magic hid the true identities of the members of the council. Only the highest ranking wizards in an academy knew who their chosen representative was, and it was a closely kept secret, for the mages of Celotene were not a trusting bunch. There were ten council members in total, one for each academy, all of them possessing equal voting power over the laws and governance of the entire magocracy. Since every Fundamental and Elemental power has its respective academy dedicated to it, it was quite common for opposite powers to vote against each other, making change in Celotene incredibly slow and often impossible on some matters. This led to stagnancy in regards to lawmaking, but the mages of Celotene were happy to pursue their own goals paying little heed to the government. Indeed, for when one was immortal as the mages of Celotene were, what need would there be for impatience?
