Maybe this world is different, maybe this time I will convince Tengri's itinerant offspring of its usefulness.   SOTDL:   +1 power, the wearer learns the Alteration tradition. In addition, it lets Sagittaries cast Alteration spells, even though they normally wouldn't be able to perform magic. The wearer knows all the spells in the Alteration tradition that he is able to cast. Every time an alteration spell is cast with this artifact, the bearer gains a point of insanity. Spells cast through a Static Staff in this way do not incur this penalty.
