Personal history
Jeffrey has been with his thoughts as long as he can remember. Always giving him suggestions, and helping him get out of situations. A hint here, an order there and maybe the occasional demand. He never thought that this wasn't normal, he thought everyone else talked to their thoughts too. Even after pushing kids down a well he didn't see a problem. After poisoning a teacher for better grades he didn't see a fault. After killing a squad of cops he still couldn't notice any issue. After being arrested and questioned by a psychologist, did he finally realize his thoughts were much more pervasive than everyone else's.
He would've spent the rest of his days in prison if it weren't for a clerical error. One letter was the difference between a life behind bars, and the random deaths of multiple people who just happened to get in his way. He tried to be a good person, but his thoughts seemed to have an actual mind of their own. It was something he just felt compelled to listen to. Jeffrey's other mind is the master of the two, and the master has plans on a much grander scale than people give him credit for. The other mind turned a simply athletic man into a multinational supervillain. If he could do that with Jeffrey, imagine what he could do with so much more.
