Personal history
Manuel was a dedicated and decorated soldier. Being the best he could be by serving his country strictly by the book. He followed orders, as his respect for the chain of command was to high to do otherwise. He believed the men at the top giving orders all lived the same lives he was currently living, so they knew what they were doing.
So when Manuel was asked to join a special program, he obviously joined. Thinking he was going on a covert mission, he was surprised to be one of many taken to a lab. Again, he accepted it, in his mind whatever they were doing was for the greater good. Truthfully having no clue he was in another of the states super soldier programs. All the previous programs being utter failures.
This program wasn't much different, those who didn't die, had to be put down, or the pain affected their brain until they rampaged through the streets. Manuel didn't fully escape this either, the serum disfigured his face and vocal cords and gave him claws alongside super human abilities. When he healed he jumped right back into duty, taking the name of Warcat.
