The Hooded Fellows
The Hooded Fellows are a very old criminal fraternity. Their roots stem from the Roman Empire, even then they were operating on sabotage for personal gain. They've killed, stolen and disrupted their way through the centuries. At first they were terrified of powered people, until they had a few who were similar in their way of thinking. Then people with super powers became their main target for recruitment. They've disbanded and been reformed repeatedly throughout history. Their main presence is in Europe but maintain outposts in all major countries.
