Rex Rapier always wanted to be a cop when he grew up just like his father. His father had been a detective for years, but still found time for him. Even after his mother passed away, he never pulled away. He couldn't ask for a better parent, and he hoped he could follow in his footsteps.
Rex wanted to be the best detective he could be. He not only aced his schoolwork but would work on detective exams in his spare time, and go over his dads cases when he wasn't looking. He took online forensics classes and got a boxing and mma trainer. He had already been pretty good at coding, thanks to his mother paying for a tutor when he was younger. He wanted to be his fathers partner so he could make sure nothing happens.
His father was never worried anymore, he'd always say who needs backup when we backup superheroes? Rex slightly believed that, but it never stopped him from wanting to be sure. During one of those big superhuman brawls, his father was getting people to safety when he was killed by falling debris. Rex was inconsolable, and couldn't let it go. Not only was he angry at the situation, but at how much trust his dad put in heroes. He believed if they were better prepared, if humanity were better prepared they wouldn't have to rely on them at all.
He couldn't allow humanity to to be left in such a weak position, if they needed saviors they would do it themselves. So he set out to show the world how much of a failure superheroes really were.

Rex wants to dispel the notion that humanity is helpless. He wants to lead the charge or be the inspiration for humanity to wrest back control of the planet from people with powers.

- Scandalize - He starts to disassemble them by destroying their image in the public eye. He'll maneuver a situation to entrap or frame them for a crime, he goes through great pains to make the evidence as damaging as possible. So even if it doesn't work the the trust within the public will be shaken.
- Analyze - During the first step he'll be studying them for weaknesses if he hasn't found it already. He'll send a barrage of different villains at them to see if they have a problem dealing with certain powers, or to soften them up while they are distracted with their image.
- Vandalize - The final step, the destruction of the false idol. He'll force them to come blows with him, either goading them or harming something personal to the hero. He'll then beat them publicly to show they're unable to defend the people. Or force them to go too far to defeat him, as to reveal them as morally unworthy for their role as a guardian.
