Nascent Bay
Nascent Bay, the budding waters of New York. The futures of so many great minds were born in this city, it's been cited as the one of the top ten influential cities in America. They are at the forefront of eco friendly technology, boast the only hover rail system in America, and brought into law the subsidization of roof gardens to encourage healthy living in a city atmosphere.

History
Nascent Bay is a city thats on the ball, except when it comes to it's grudge with Ricochet City. People often wonder how two cities on the opposite sides of the country have an issue with each other. Well how can anything nonsensical happen? During the building of Ricochet City, Nascent Bay had a large immigrant population with not much to do. So they were offered jobs to help build Ricochet City, for the locals who were offering large sums of money to get it done quickly.
When they got there they weren't used to the heat, and would often pass out and require frequent bouts of rest. This made the work take a lot longer than usual, but the men did their best in these conditions. But the rich locals had enough and berated them constantly, paying them less and less each day. When they finally finished the town half of the men, left on the first train before being paid. The locals stiffed the ones who remained one last time, then went home in luxury carriages.
When the locals all got home they realized all their safes had been cracked, jewels stolen and silverware missing. Each house had been left with a note saying "for a job well done." This moment singlehandedly created the state in which both cities are in today. The wealth stolen from Ricochet funded the building of educational centers and markets and iconic buildings. Where Ricochet was soon inhabited by rich bandits who could actually afford homes of there own. The two cities have hated and competed with each other ever since.
