As a cop Dalila just got tired, tired of seeing the horrible shit. The degenerates, the murderers, the rapists, the addicts killing for 5 dollars. She was pissed off at the lack of responsibility, her city showed towards curtailing the problems. The anger finally pushed her off the edge when a child murderer got off on a technicality. If the city couldn't take care of the problem then she gladly would.
She spent two years tracking down and the killing the worst offenders before she was caught. She had a huge trial with people both for and against her. She got life in prison, but her fans and admirers reached out to offer assistance. Plenty of people felt she was right, and thought her version of the law should still be carried out. She was given resources, as a number of powerful people including other cops, judges, lawyers, and citizens liked her. Plus there were plenty of people willing to follow her orders on the outside. She started the Blind Eyes, a violent vigilante organization full of women who kill criminals. She also has control of her prison, and certain crimes are considered a death sentence when you're sent there.
