Its body is a clear humanoid suit filled with water.

Water Control - It has move itself as if it was human inside of its suit, and throw itself out of the suit to attack. It can form itself into any shape it wants but is limited by its size. Out of the suit it can move as a puddle of water and move throw pipes to get around. It can also go into anybody human or animal.

Working for Bio-Solutions Inc. A team of scientists were working on a way to fix or find polluted or contaminated water. With heaps of garbage in the oceans, and companies secretly polluting all over the globe and oil spills constantly happening they wanted a way to find these problems faster. So if they couldn't find someone to spill the beans on all the sources of pollution, they could have the polluted source tell them themselves.
The scientists were working a nanotech bio-computer brain to create living water. Through much trial and error they succeeded, but not to the extent they wished. Despite how much nanotech was pumped into the water, they could only get a certain amount of water to to become one sapient being. They began working to teach it how to help them fix the planet when they were all fired.
The company then taught the living water about how evil its competitors were, and how it poisoned water sources to kill people. They then gave a humanoid suit to pour itself into to move around undetected, and taught it how to move effectively, how to eliminate their rivals and poisoned it's mind so that it only trusted them. With this knowledge of how horrible these companies were, of how it thought the natural thing would be fix the problem, and how it knew its actions would be moral but illegal, it named itself Crimewave.
