Blood Eagle

Benigno Hayter had an interesting way of seeing things. A sort of workaround to common sense, in order to make his views correct. He was always at once both a pillar of humanity and the stool used to climb that pillar. He always had some insane reason why he deserved some position. He believed he should be leading his department because his work was essential in procuring foreign aid, even though he was an engineers assistant. He had a long list of strange beliefs that were so deluded, nearly anyone who met him sincerely thought he was joking.

Another thing about Benigno is that he could fly, most people would take that as a win and go home. Not Benigno Hayter, oh no, you see he had this theory of rightful domain. Which meant because he could fly, by right airspace, and he meant all of it, was rightfully his. Everyone inside of the airspace higher than his apartment building who hadn't officially registered on his website, were illegally trespassing. One person found the website and signed up for kicks, which sadly reinforced his delusion. He saw the flying supes, villains, drones, and airplanes as a sort of defiance. He felt there was a plot to take his space away from him, and that everyday they were getting closer to overthrowing him.

One kid who was flying on his way to school because he was late dropped a report, a mock up of what damage a superhero fight could do to their city. Benigno saw the report, and that was all the proof he needed to cement his thoughts of assassination. He ignored the all the signs that it was a high school assignment, like the name of the class and teacher in the top left corner. Then he went full blown nutter, he fashioned himself a suit, built sharp talon gloves and sticky bombs shaped like eggs.

He spent all his time flying looking for anyone in the sky, he killed two civilians. Permanently injured a supe, put a few others in the hospital. He did the same with a few villains, but after he brought down a plane that's when every one went after him. During the trial he was found to be mentally unfit for prosecution and was sent to a mental hospital where he remains to this day.

He is unwell mentally, and this is the main reason behind his crimes and off track trains of thought.
