Sepalda
Sepalda is the former capital of Vielene/Valgrozna. It has held this particular title seventeen times in four different eras of the country. Surprisingly, it has not changed names during that time at all, either when changing from capital to plain old city or the reverse. None of the regime changes have affected it, and when the Grozni took ascendancy they left the name as it was.
It is currently not the capital.
A lot of people come in and out of this city, regardless of whether or not it's the capital. It comes in and out of favor often enough that people forgo the usual pulling out and simply change a few supply lines as necessary. It's mainly the politicians who have to suffer for the moves. Makes it hard to have a settled noble class if they're constantly being forced to change to a new center of power or else risk being left behind.
There's not a ton of major industries that move through the city, either. With centers of power inevitably moving on, most of the biggest players keep their headquarters elsewhere. The key is that there is still a presence from pretty much any company looking to do business in Vielene/Valgrozna.
As such, Sepalda stays busy. People want to come there, and while a lot of the infrastructure stays put, there's a large portion of the population dedicated to moving on when the time comes, or when it looks like the time is coming, or when it's time to escape one's misdeeds.
It's also a gorgeous city with a lot of layered new and old architecture that makes it a fun spot for tourism.
