Rosa Navarro
The second superhero to use the name Velocity (with the most recent being Chelsea Onager), and one of the people who really set the paradigm for modern superheroism.
While there had been an assortment of aliens living on Earth before her, some for quite a long time, there hadn't really been much expectation of interacting with each other. They kept themselves quiet and secret, if they weren't going for the "conquer Earth" supervillain arc.
In return, most of the rest of the galaxy kept out of the way of Earth. Minimal interaction. Not much travel back and forth. No thoughts of inclusion or exclusion, just a lack of interest.
Rosa Navarro got us involved in the galaxy. It started as an accident, since she ended up going through a portal and having a whole adventure on an alien planet. Unlike how most such incidents ended, she ended up joining the Cosmic Watch in an official basis, and insisted that she not be the last person from Earth to be on it. She was the one to call for Mercury Depot to be placed in proximity so that more people could travel to and from Earth.
It's still not super common to leave the planet outside of a few select circles, but Rosa Navarro made it possible.
She was one of the slower iterations of Velocity. Something about how her abilities worked made it difficult for her to achieve the usual speeds without causing a lot of property damage. She was still insanely fast, just a matter of degrees.
As might be obvious, she was a very stubborn person, and there are not a lot of people capable of telling her "no."
