Otonin-Ur

There are potentially several thousand years worth of Enhanced existing in history. It's hard to figure out those records, since people are capable of extraordinary things, and also have pretty spectacular imaginations. There are several more recent stories of people showing up, from all over the globe, and it's hard to imagine that something this broad reaching could be relegated to coming from a single place.
  That being said, if there is one place where the very first enhanced existed, it would be Otonin-Ur. At least, according to legend.
  Literally no one can agree on what it might be, where it might have been, or how many people might have lived there. We don't know which ancient culture might lay claim, and there's no solid evidence to suggest any one place over another as being the fabled Otonin-Ur. It might have been a city, or a country, or some hill that was the place that someone did something public.
  There's honestly a large possibility that it was a present day super who time traveled and got to showing off. A lot of people doubt that it's more than a legend.
  There are, however, certain details from the legend that suggest, even if the time travel theory were accurate, even if it was nothing more than a stupid pond that happened to be located near where someone did a thing, that it did in fact exist.
  First, while the legend was co-opted by several cultures, there are several common features to the legend. The number of people involved in the event, and it taking place on a high place. Sometimes this is a larger mountain, sometimes it's simply a ziggurat at the center of a city. Sometimes it's a country in the clouds themselves.
