Epoch Charter

As an organization, the Epoch Society is difficult to pin down. They maintain their secrecy fervently, and it's not until recently that anyone even knew that they existed. Nevertheless, it is still a formal organization that had a formal process involved in starting it. They wanted to be official someday, to be known in their entirety by the public, and to be clear in their intent.
  For all that they're awful people who are willing to experiment on other people's children to reach their goals, their founders had lofty aims.
  The charter existed before their split from SIVIC, and based on the language used probably predated the use of the name Epoch Society. They had their goals and aims and they wanted to be clear in their efforts. Then they shrouded it all in secrecy and rendered it a moot point.
  The document itself is unusually clear in its language, and not overly long or indirect. They didn't have a huge group yet, and the main goal was to state their purpose in existing. This purpose being to turn themselves into Enhanced by any means necessary.
  Based on some of the wording, the original intent was to leave these "means" as something that would involve cost to themselves. It didn't take long for it to extend to a cost to anyone at all, and from there to be risk averse themselves and put the burden on others as needed. Perhaps not a necessary analysis, but it's interesting to see how they started as a neutral force.
  They include items referring to the desire to equalize things between themselves and the perceived power imbalance that existed with those with strong powers.
