Elite Academics Building 6C

Eagle Mountain High School is a large high school for a small town. Granted, it still just barely fits everyone since it serves a large area. There's still a feeling that it's trying too hard to be elite.
  The latest example of that is the yet-unfinished Building 6C, Elite Academics. The intent was to provide a hangout space specifically for the academically gifted members of the population. Have a few teachers around for supervision, include a lot of the latest lab equipment and some specialized computers, a few fancy gizmos to make it exciting. A few smaller classrooms for specialized lessons or private tutoring.
  For a building supposedly meant to be focused on high intelligence, the people building it are not very smart at all.
  A/n: Naturally, Ruby immediately started putting in her own sub-basement so she could take advantage. What better time to put in a secret lair than when a building is being built?
  The plans for this building were way too big for its budget from the start, especially considering that some buffoon on the school board convinced everyone to break ground even before there was a proper budget. She released the plans to the wild press with all of the bonuses and none of the downsides (like the pesky monetary amounts needed to pull off something like this). Enough people were hyped that no one involved realized how much it would cost until after it was too late.
  Work stalled after the shell of the building was created. Someone in the construction company finally ran the actual math involved and determined that there was a pretty good chance that the school would run out of money and not be able to pay them to finish. This person also apparently made the realization that the school would try to hide this as long as possible.
