Camperian Exiles
Despite what various galactic governments claim, Camperian people still exist. They even still have a planet of their own, albeit one that is under a lot of travel restrictions and monitoring. They deserve the reputation, especially the ones who still live on the planet and claim the name.
But even before their downfall, there were a bunch of them who left the planet and their xenophobic galaxy-conquering ways behind. They tend to be cautious about bunching together, since it would draw the attention of their own people and the galactic authorities, but you still find pockets of them, and common features to those communities. They're not illegal or secret, after all, just a bit paranoid and generally under suspicion.
They're more careful than most Camperians to observe the traditions and rituals that go around the development of a child's powers. When a young person goes through the Metamorphosis, when their energy-draw powers grow to their full potential, families will observe the full week of the transition, and even build special pods to contain the energy draw.
They're nigh religious about avoiding professions where their abilities would give them an obvious advantage. Interestingly, doing something like a secret agent or working for SIVIC is totally permissible, but overtly joining the military is not, unless the person takes an oath not to use their abilities.
Despite what can be generations of interbreeding, most people of Camperian descent have a particular sensitivity and weakness to telepathic powers. It's difficult to read their minds simply because they'll shatter long before you get anything useful. Even incidental empathy can be physically uncomfortable for them. Exiles tend to do better, though, because of greater levels of exposure, and the fact that they go out of their way to reduce that mental rigidity that can make any issues worse.
