Themisian Judges

Themisian Judges are a sect of the Cult of Themis, the God of Justice. They are known for working beyond the bounds of the law, fulfilling a desire to find justice by any means as they feel that the Imperial justice system is flawed and corrupt. Therefore, they attack, kidnap, put on trial, and even execute anyone who is unlucky enough to take their notice. Most consider them little more than vigilantes and even as criminals themselves who should face justice. Their activities are not sanctioned by the Empire.

The sect does have scruples to a degree. They don't concern themselves with most petty crime and focus on serious crime and corruption within the system. They ignore the crimes of the poor and downtrodden in favour of those with some means and privilege and so have naturally earned the hostility of the aristocracy. It has prompted many of the wealthier families to hire their own larger security forces.

It should be noted that the sect very often tries to acquire as much evidence as possible when they go after their targets. This evidence is generally presented publicly after the fact (generally along with the body, living or dead). They will acquire their evidence by any means it would seem. Even with their unorthodox methods and evidence provided after the fact, it would seem they hold a higher solved case percentage when it comes to murderers and serial killers than any civil authority can claim.

Nothing is really known about their hierarchical structure as they maintain the secrecy of their sect. No known members of the sect have been identified nor any gathering place where they might be found. Indeed, if it were not for sightings of the masked figures abducting people and the evidence provided to the courts afterward, many would not believe that the sect even exists.
