Sea Witches
Beneath the waves of the Glassmer Sea, there resides a large coven of witches who fled into the ocean centuries ago to escape the Bounty Hunters. Whether they still live there or have died off is unknown, but stories of them abound and a few Bounty Hunters are determined to find them.

Anatomy
Human, except for webbed feet and hands, and gills in their necks.
Ecology and Habitats
These witches live underwater at the bottom of the Glassmer Sea, surviving on the various plants and fishes they can gather down there. They've built their homes in caves, presumably around a coral reef.
Dietary Needs and Habits
They forage the ocean floor and hunt, likely with spears, for edible fish to eat. They are hunter-gatherers of the sea.

Civilization and Culture
History
As the Bounty Hunter organizations gained power in Tirastir, a few witch covens came together to escape their persecution. They used their magic to turn themselves into creatures of water, fleeing into the Glassmer Sea where they could live free and safe as witches. Hundreds of years later, no one knows the location within the sea where they settled, or if they are even still there.
In recent years, reports have come in of sightings, and a small collection of Bounty Hunters have dedicated their careers to finding and eradicating these Sea Witches. Leading this effort is famed bounty hunter Dorothea Parsson.
Interspecies Relations and Assumptions
These witches avoid outside contact at all costs, even with other witches who still dwell on land.

I love this idea of witches. that they use magic to escape their pursuers by evolving them into the water. I kinda wonder if the covenant had a water deity or was strong with the water element, to begin with. I also love how you kind of kept it as history and as a myth that people still believe in today. So my so that their are people dedicated their life hunt them down.
