Class C

Class C is for superhumans who are capable of dealing with several soldiers via their powers. Such powers are varied, but this is the lowest rank where someone might have ‘combination’ powers, or multiple types of powers.

For instance, Officer K9 in Paragon City is able to speak to and command canines of any type, as well as move more quickly than most humans. His powers allow him to ferret out drug use and track down criminals easily, and with a large group of canines can be dangerous to most non-supers.
