Oaqqa was a member of Jaqqa's group that were sent by Prince Xelas to take control of Ruvroo's Pad in KowPye. When the mission failed, Xelas killed Jaqqa, and Oaqqa followed Kaqqa, left Xelas' criminal organisation and joined Telil Teken's group instead.
