Administrative Capital of the United Federation of Planets

Paris serves as the de facto capital of the United Federation of Planets, housing its central civilian government, including the Federation Council Chambers, Presidential offices, and numerous interstellar embassies. It is a nexus of diplomacy, lawmaking, and multilateral coordination among hundreds of member worlds.

While not a Starfleet operational hub (which is typically based out of San Francisco), Paris exercises civilian oversight of Starfleet Command, budget allocations, and strategic policy approvals. Many high-level Starfleet briefings, treaty negotiations, and diplomatic events also occur here — especially during First Contact summits or post-conflict realignment talks.

In Shadows of the Galaxy, Paris is often seen as distant, idealistic, and politically cautious — a place where peace is debated while starships like the Heimdahl make sure it survives.
