The 1998 peace negotiations with the Mexican Junta had severely undermined the PFNL and by 1999 its membership and enthusiasm had considerably dropped, most of its members preferring to join the more effective Ramparts. Moreover the PFNL suffered greatly from the desertion of Patricio Carmona who led a failed coup against Eric Cardenas and then retired to wage guerrilla warfare for the rest of the civil war.   By 1999 the PFNL was contained to rural areas, having lost most of the peninsula to Ochoa's circle and the rest to the Junta.   Regardless the Ramparts considered important for the Junta to surrender to the PFNL, rather than to the Ramparts. So it was agreed that the members of the PFNL would be granted amnesty and the PFNL itself would be allowed to restore its former party wing and run in the coming elections.   This puts an end to the more severe period of the Mexican Panic.


After their initial revolt the PLF had to fight a war on two fronts, in the east they faced the government forces, supported by American troops and at the north they faced the First Circle, who had arranged a tenuous alliance with the Mexican government to defeat the PLF.   The PLF had maintained the upper hand during the beginning of the war thanks to the government and the Circle having to divert resources to fight against other, threats. The Circle gained influence in the peninsula as minor gangs and cartels joined the circle to counter the PLF's influence, by 1997 the Circle was already a regional power and a threat to the PLF by itself. The PLF was forced to divert resources to fight the Circle which prevented them from inflicting a decisive victory against the government forces who by 1999 had strengthened considerably thanks to the American support and the defeat of the other revolts in the country.   By 1999 the constant conflicts and fear of a Second Mexican Revolution had turned public opinion against the PLF demanding a ceasefire to be agreed. The PLF threatened by a unified government army and the Circle acquiesced to a ceasefire in which they agreed to return all the territory taken and a large amount of captured equipment to the government.
