The Circles' local agencies turned against the Circle
As the Seven Circles expanded they met little in the way of resistance, having allied the ZNC, a powerful cartel operating in Eastern Mexico they managed to expand by unifying smaller organizations and delegating their leadership into regional divisions.
By 2008 the American and Colombian charter had grown to match the Yucatan charter and had tried to wrestle control over operations in Guatemala from them. As the organization fought for hegemony cracks started to appear which allowed for minor cartels to rebel by using meta humans to compensate for their small size.
As more organizations rebelled against the Circles the ZNC turned hostile, supporting the Americans bid for hegemony in northern Mexico and the US as well as demanding control of operations in the Valley of Mexico up to Tampico.
The Colombians joined in the conflict, demanding control of Central America, up to Guatemala.
