The Ramparts

Superhero team created by Gloria García after she left the Mexican army in 1999. The team started as a loose alliance between friends but rapidly expanded into a full blown paramilitary organization in opposition to the Mexican government and later to the American government.   The Ramparts, as a paramilitary group, disbanded with the 1999 ceasefire and reorganized into its current iteration as an unaffiliated superhero response team. While the Ramparts are no longer a paramilitary many of its members still have loyalty to the group and their resurgence is a constant threat.   The Ramparts are known to extend their protection liberally among meta humans allowing for criminals to avoid facing justice.

 

History

The team originally was a loose alliance between Glory, Helios and Sahar to protect each other’s back in case they ever needed to face against their own governments.
The ramparts were formally established in Mexico, in February of 1999 when Glory publicly called for their support in resigning from the army.
The group made it clear that not only would they support her but they extended their support to anyone else wishing to do the same all around the world.   In response the Mexican army with cooperation from the CIA launched an operation to capture the group. The Ramparts held their ground against the Mexican army and countered by attacking the Maria Islands Penal Colony, where most meta humans defectors were located.
With this the Ramparts both inflicted an humiliating defeat to the Mexican army and massively increased their own numbers.
The 24th of March, 1999, the Mexican Junta finds itself defeated and, against the wishes of their American supporters, declare a ceasefire and extend amnesty to the members of the Ramparts.
Javier Gonzalez Vega, leader of the Mexican Junta, issues the declaration.   The 2nd of April, 1999 the American government launches an intervention in Mexico, seizing a number of border cities as well as the states of Nuevo León, Tamaulipas, Coahuila, both Californias as well as the city of Veracruz.
The Mexican government requested for the Americans to retreat but they argued the Mexican Junta was an illegitimate government they had no obligation to listen to and argued their troops had mobilized in response to a request for support from the northern governors to provide security against the Ramparts.   The American offensive was halted in San Luis Potosí, this lead to the army invading Veracruz to being cutoff from the main force which allowed for the Ramparts to easily rout them.
Afterwards The Ramparts successfully liberated Tampico and Altamira from the Americans, these victories made shifted the perspective of the Mexicans who now felt they could possibly win a war against the Americans and prompted both the Mexican government as well as the governors of the occupied states to fully support the Ramparts in a traditional war against the Americans.
Facing heightened resistance, a string of loses against the inferior Mexican forces, international opposition to the war and widespread defection to the Mexican side the Americans ordered a retreat in June of 1999.   The Ramparts became an international issue as their numbers reached the thousands with members from all over the world.
In August of 1999 the leadership of the Ramparts pressured the Nations United to pass the Meta Human Protection Act and the extension of amnesty to all meta human defectors of their member countries in exchange for the disbandment of the Ramparts.   The paramilitary wing of the Ramparts officially disbanded in 2000, although the organization itself remained as a superhero team committed to stopping tyranny and protecting meta humans from being exploited.

Active members

 
Helios

Founding member, current most senior and powerful member of the team.   Helios discovered his powers in 1996 and started a career as a superhero but often clashed with American law enforcement and other superhero teams, as he refuses to register or engage in any program set by the US government for meta human law enforcement and has adamantly protected his identity.   It was briefly believed Helios was an alien, since he claimed to be one during his first year of activity, later on he'd clarify he was kidding.   Helios possess a miniature sun inside of his body, allowing him to increase his temperature immensely, alter magnetic currents, create EMP blasts, alter the gravity of the entire planet at his most powerful and change weather patterns.   Besides these abilities Helios possess an enhanced physiology, allowing him to sustain far bigger impacts than a human could.

 
Eric Richards

Former Corporal in the British Army, he was drafted in 2001 as part of the Special Security Council "War on Terror". He was assigned to Iraq to serve as a corporal where it was discovered Richards had the ability to rapidly heal any injury sustained and while he had no particularly super human constitution, Richards had no enhanced pain resistance or endurance he was nigh immortal, as he was capable of healing any fatal injury in a matter of seconds or even months after sustaining the injury, in case that he was incapable of healing instantly (e.g. if he were to drown he'd remain dead for as long as his body remained underwater, but heal instantly the moment his body resurfaced; regardless of how long he'd spent underwater.) Richards was scouted for mine removal in Iraq which he performed for over a year, even as he vocally opposed the war as he believed his activity made a difference in making Iraq safer.
  Richards would defect in 2003 after allowing for a car bomb to hit his squadron. Richards defected along with Indra Hackney, another vocal opponent of the war with whom he fled from Iraq. The couple hid in Cambodia for a year before Charles Laurent, a French deserter from the Chadian conflict tracked them down and organized them into a meta human support group for deserters.   Richards returned to the UK in 2006, he was an opponent of the Special Security Council and was involved in subversive activities during the British Civil War and later he cooperated with agitators to depose the Council.   Richards fled from the UK in 2011 after a raid against the Deserters by the Round Table. He joined the Ramparts that same year in an effort to gain protection against the UK government from supposed kidnap attempts. Richards' location is currently unknown but he appears to be operating alongside the Ramparts.

 
Sahar

Fatima El Idrissi (born 1981), better known by her pseudonym Sahar, is a Moroccan meta human. Sahar began her career fighting against the rising Western Caliphate in North Africa. Following the defeat of the Moroccan army and the state's surrender to the Western Emir, Sahar fled from the country and took upon herself to escort refugees from Northern Africa into safer regions.   Sahar has faced backlash due to her refusal to abide by European customs and is currently wanted by the International Police on charges of human trafficking.   Sahar's occurrence is varied as she possesses the ability to create spells according to her current needs. Sahar has shown herself capable of flying, controlling objects with her mind, absorbing energy from the environment, controlling the weather over vast regions (confirmed up to 5 kilometers and manifesting energy constructs from thin air. It is speculated that, provided enough time to charge it, Sahar can cast a spell appropriate to any situation.   Fatima met with Glory in march of 1998, who was tasked with intercepting refugees coming from North Africa and the Caribbean into Central America and Mexico; this operation was part of a larger migrant retention program that Mexico and the United States had undertook. Sahar and Glory clashed against each other atop the Mexican Gulf, by the end of the fight Glory managed to fend off Sahar though it seems they maintained contact. In June of that same year Sahar joins Glory in her defection from the army and invites any other meta human from the world to rebel against their governments.   Once the paramilitary branch of the Ramparts disbanded Sahar moved to Central Africa. She seemed to enter contact with the CAN's government, though she has never formally joined, nor supported them directly. Sahar continued her operation transporting refugees from the Horn and Northern Africa, though she has favored the Arabian countries over Europe after the French invasion began.   Sahar returned to the Ramparts in 2011, after the CAN's intervention had winded down to its lowest point and the continent had returned to a more stable condition.
