Meta Human Protection and Development Act

This act signed by most countries on Earth; USA, China and Costa Rica (they felt the law was not strict enough) being the only exceptions, forbids the recruitment and utilization of meta human minors for military operations or as part of an active military on any capacity.   This law also forbids: I. The creation of facilities for the education of meta human minors which are either sponsored, administered or are directly a part of the army unless these facilities are approved by the NU II. The signing by meta human minors of any contract meant to enlist them on the army once they reach the required minimum age to enlist; III. To exchange the promise of enlistment and a minimum period of service for scholarships, healthcare, donations or any other benefit for the minor or their family.   These prohibitions only apply to facilities which specifically target meta human minors, so, as long as the minors you are trying to have enlist in the army are not being targeted for being meta humans you are all clear.
