Katsuhito
The Emperor of Japan and its current head of State.
Katsuhito succeeded to the throne in 1993 after the death of his predecessor.
Katsuhito has pursued a more active role in Japanese politics, publicly campaigning for his own faction in parliament, pushing for a rapprochement with Shintoism and to increase the authority of the emperor through constitutional amendments.
Katsuhito utilized the panic to extend his influence by making numerous TV appearance and speeches to the population of Japan, encouraging them to maintain the calm and hold on to their daily lives. Beyond his media appearances Katsuhito also campaigned for political reforms to reinforce the Japanese military.
His early reign saw Katsuhito flip flopping on many issues, as he chased the most popular position without ever committing to any particular stance, during this period he would support gay marriage, oppose rent control, support increases to pensions, oppose gay marriage, support gay adoption, oppose American military presence in Japan and constantly advocate for the indiscriminate bombing of Korea.
Katsuhito's unending flip flopping saw him align with every major party of Japan, which cemented his image as a mediator between parties as a capable and reasonable statesman, this in turn helped him validate his newly formed Party of the Peaceful Restoration, a nationalist party intent on restoring the emperor as the head of government and combat "degeneracy".
Katsuhito has implied that he's a precognitive meta human and used this to promote his leadership.
